THESE PROGRAMS ARE NOTHING MORE THAN A MCCARRON SELL OUT TO PROVIDE CONTRACTORS WITH PERMANENT UNDER PAID WORKERS THEY CAN USE AND THEN TOSS AWAY BEFORE THEY BECOME VESTED IN THEIR UBC PENSION FUNDS OR WORK ENOUGH HOURS TO QUALIFY FOR THE SHYTE MEDICAL THE UBC OFFERS.UNDER PAID WORKERS WHO GET JOBS WHILE REGULAR APPRENTICES AND JOURNEYMEN SIT HOME WITH NO JOBS

ReplyDeleteThis demonstrates why the shrewd contractor prefers the leadership of individuals like Doug McCarron because he subjugates the membership too bad deals, unnecessary concessions, non-Union “composite” crews, and tiered membership classes that undercut established wage and benefit standards. Pre-Apprenticeship programs run right, are those that provide a path to membership to those that would otherwise not have one. Whereas McCarron run pre-apprenticeship programs provide contractors compliance with local hire requirements at cut rates and the participants get terminated when convenient to the contractor. To the Black Tradesman; McCarron is not treating us white journeyman members any better than as he is treating black pre-apprentice members.

Have an entry test. Straight up.
You pass or you dont.
If you dont.... You do what normal people do when they are trying to achieve a goal.. You go fix the skills you need to pass.
Having it " handed" to you bc of skin color or any other reason that invalidates the test...IS exactly why we are failing.
Whole groups without a working foundation are handed the task of topping off a bldg... One problem... No one built the foundation.
It is unfair to ALL involved and creates an artificial, incompetent workorce.
It is a disservice to all and the industry and nation as a whole.
A good pre-apprenticeship program prepares new potential apprentice members for entry which should include passing an entrance exam. There are many great members who struggled to pass the MRC Philly Apprenticeship test and there are those who passed this test that are complete dirt bags and or useless. An admission test should be one part of the enrolment process that should also include skills assessment, character Evaulation, etc. A well designed pre-apprenticeship program should be mandatory for ALL new members because all new members need to be effectively screened and prepped for success. The pre-apprentice programs you, I and many others dislike are the McCarron programs that are fake and don’t benefit the Union, the pre-Apprentice, the community, and honest contractors. McCarron is the problem not Race and income.
DeleteHeres the deal dude. Pre apprentices are NOT part of the apprenticeship program. Ask any JATC coordinator. They are not in the Union, they are not tracked, they do not report to the JATC in any way. There is NO need for a PAP, it is only a scam for contractors to make an extra buck on those employed on their payroll. MANDATORY PAP MY ASS. THAT IS WHAT AN APPRENTICESHIP PROGRAM IS FOR!! Test them, interview them and if they rise to the level of the criteria set forth by the JATC then place them in the program. Then it is sink or swim, the good ones will survive and the slugs will dry up and go away. There is no place in the Carpenters Union for a pre apprentice and there should never be a pre apprentice placed on a union job.
ReplyDeleteHere’s the real deal dude, our opinions regarding the need or validity of a Pre-Apprenticeship program are completely irrelevant because there won’t be an Apprenticeship program in five years at the current rate of UBC decline. I don’t believe or support anything McCarron does but don’t let him ruin what could be a good idea which could include a pre-apprenticeship program designed to help prepare apprentices to be as successful as possible. You could consider the current ninety day probationary period that all Apprentices are now subject to be a Pre-Apprentice program.

With the new apprentice program coming on line... Which will in essence take about 8 years to satisfy hours ( avg) in a good market.... Then to be " elevated" to " provisional " for about another 8 or 9 years.

I wish I was wrong, I wish you were wrong, but unfortunately we and, the rest of are not wrong, the UBC is dead. This miscarriage of a union that is perpetuated by Doug McCarron and Co. is a high priced staffing agency, and we the members who work for a living are the ones paying that high price!!
DeleteWhy does McCarron and EST’s like Sproule want to create provisional Carpenter programs? Because these Provisional Carpenters will be temporary members who come and go once they figure out they don’t have a real career or they get worn out and get replaced. In the process these provisional members will displace full rate members.
In Philly we find the provisional carpenter concept appalling but this is what the UBC is everywhere else. No one has a career as a Union Carpenter outside of Philly because those areas have long been wiped out by McCarron and his appointed hacks. So career oriented members are non-existent in these areas which is exactly what McCarron wants. Go to DC or NYC or ATLANTIC City, or LA and you find most members are Union when they want to to get on a good job. This is new to us in Philly because Coryell promoted a career oriented culture here that started in an Apprenticeship and ended 30 years later in retirement. Everywhere else your workin with guys that bought a book, or were non-Union for four years until they came back. You ask them about retirement on a Union pension and they’ll laugh you off the job!! If your a member in Pittsburgh you can’t retire until your 65!! That’s a joke, it a funny one, but a joke none the less!!! It’s time to sue for the right to not pay dues, cut the money off and whores like Spencer and Sproules die on the vine!!!!

Surellllly when the leadership says " we will have a 40% journeyman. 40% provisional and 30% apprentice ratio on jobs.... You should just believe them because certainly they will monitor and police that just as aggressively as the police the 100s of retirees filling active journeymans slots.
Its all horse shit. You know it.
They know and encourage it.
Guess who they AND the contractors want gone. Journeymen.
They cant contractually do a wage give back because they will potentially lose their lives.
But. They can by attrition get rid of us and ..... Surprise... There is your new and lower wage.
