IUOE Forced Plaintiffs Serving As Officers of Local 12 to Contribute to the President’s Club, a Political Action FundVince Giblin, as General President of IUOE, dramatically increased contributions to IUOE’s Political Action Fund, the President’s Club, previously known as EPEC. However, he did so by engaging in illegal conduct. Giblin required any officer of a local union to contribute to the President’s Club. Officers were told that if they wanted to serve as an officer, they had no choice but to contribute to the President’s Club, in amounts ranging from about $800 to about$1,000 per year. The contributions were accomplished through compulsory payroll deductions. Waggoner sent out a memo to staff members (excluding clerical employees) informing them that they had to sign an authorization for payroll deductions for the mandatory President’s Club contributions.
