"free speech resolution" for the upcoming general convention? This will be the third time it has been sent to the international convention. It calls for one hour of good of the order per convention day, no floor whips dominating access to floor microphones and no motions to cut off debate prior to any debate. Implementing this resolution at the convention will enable free exchange of delegate ideas during the actual convention. The resolution follows here. FRANK SPENCER AND DOUGLAS MCCARRON WORKED THEIR ASS OFF TO KEEP JOEY OLIVERI IN POWER AS WELL DESPITE 8 YEARS WORTH OF MEDIA COVERAGE ON HIS ALLEGED CONNECTIONS.SPENCER AND MCARRON ALLOWED OLIVERI TO BE THE CHAIRMAN OF THE ENTIRE EMPIRE COUNCIL FUND SYSTEM. 

AFTER HE WAS INDICTED IN NYC SPENCER WAS ASKED TO INVESTIGATE OLIVERI TO SEE IF HE HAD ROBBED THE EMPIRE FUNDS. SPENCER REFUSED TO SEE IF ANYTHING WAS ROBBED SAYING IT WAS NONE OF THE INTERNATIONAL OR HIS BUSINESS AND THAT THE UBC DID NOT CONTROL THE FUNDS.THIS IS A BLATANT LIE SINCE "AT THE DEMAND OF DOUGLAS MCCARRON THE EST OF THE COUNCIL REMOVES AND SEATS TRUSTEES AT THEIR DISCRETION. DESPITE THIS BEING A VIOLATION OF ERISA LAW AND DESPITE A FEDERAL COURT, IN FUCHS VS ALLEN 2:03-cv-05603-JS-JO,TELLING MCCARRON TO GO F  HIMSELF AND HE HAD NO RIGHT TO DO SO.. THIS DESPITE SPENCER BEING THE DISTRICT VP WHO CONTROLLED THE EMPIRE COUNCIL. HE ADDED. "IF YOU HAVE ANY QUESTIONS ABOUT FUND CORRUPTION GO ASK THE FUNDS"

The relationship between the UBC Locals and Councils has already been decided by the DOL. These changes are illegal per the Secretary of Labor for those who are smart enough to tell them no..The fact that you are not and cannot be members of the council is HARRINGTON III v. CHAO, No. 04-1144., June 21, 2004 - US 1st Circuit ..Sec of Labors 2nd SSR details the relationship between the UBC Locals and UBC Councils.. In In Gustave William Link v. David Rhodes, EA AL, 9th Circuit  McCarrons Lawyers have attempted to convince the Judge that the International has not control over the Councils and the Councils have no control over the Locals. The Legal team has stated for the record in court documents the following: "The Union has adopted a three tier structure: the international union, various intermediate bodies and local unions. Though they are affiliated by a constitution these organizations are such separate entities that they can and do sue each other and THEIR AGENTS HAVE NO BINDING AUTHORITY OUTSIDE THEIR OWN UNION ENTITY." How can he now declare the rank and file members of  locals as "members of the Councils"
