It is my understanding the UBC members across the border are not governed by,protected by or bound by the LMRDA(with the exception of International Elections)ERISA or the NLRA. However Doug is bound by the LMRDA in any dealings he has with UBC entities in Canada or any foreign country so Canadian members can and have sued the Parent Union based in the US for LMRDA violations
