When it came down to a choice between the Mafia code of omerta
and a union card, the District Council of Carpenters never stood a
chance for one alleged wiseguy caught in the government's crosshairs.
Reputed Mafia captain
Thomas "Figgy" Ficarotta resigned his membership in the New York City
carpenters' union, The Messenger has learned, rather than face
questioning over his alleged involvement with the Genovese crime family.
Ficarotta
joined the New York City District Council of Carpenters in April 1990,
four years before it entered into a consent decree for court-ordered
oversight to end mob-related corruption of the union, court records show.
In
May 2023, the union's inspector general served a notice alleging that
Ficarotta was a "long-time member" of the Genovese family and had
"associated with members of Organized Crime in violation of the Consent
Decree."
An inspector general's senior
investigator, Robert Anton, also testified last year that Ficarotta had
apparently "been tasked to oversee the Carpenter's Union by the boss of
the Genovese crime family, Liborio Bellomo, a/k/a Little Barney."
Lawyers for Ficarotta and Bellomo didn't immediately return requests for comment on Monday.
The accusations are based in part on a 2015
prosecution court filing that said an alleged Genovese "enforcer,"
Michael Palazzolo, extorted a victim and "made it clear" he would be handing over a portion to Ficarotta, a reputed second-generation gangster.
Ficarotta
also allegedly sent Palazzolo to Florida to collect a $36,000 debt that
was paid off in January 2009, and accepted "tribute payments" from two
reputed Genovese associates "for protection," according to court papers
filed Friday.
In addition, he was
allegedly spotted attending the 2018 wake of Genovese street boss Peter
"Petey Red" DiChiara, who died at 75, reportedly of heart disease.
"Detectives observed Ficarotta and numerous
other Genovese Crime Family associates/members at the wake during the
afternoon service on that day," according to the notice and charges
against him. "Law enforcement officials theorize that the Genovese
Family mandated Captains in their organization to attend the wake."
But
instead of contesting those findings, Ficarotta abruptly quit the union
on July 31, 2023, and refused to appear at a hearing.
His
lawyer, Angelo Bisceglie Jr., told the hearing officer in an email, "My
client and I will not be participating in this charade," according to
court records.
Ficarotta's alleged mob ties first surfaced in 1995, when the New York Daily News
identified him as the son of reputed Genovese soldier Anthony Ficarotta
and said he was among more than a dozen carpenters who got the "best
jobs" at New York City's Javits Center due to their connections.
The Gangland News website also reported on his connection to Palazzolo in 2015.
During an interview with The Messenger, union Inspector General Richard Green was asked why it took so long to oust Ficarotta.
"The
short answer is I got here in December 2020," Green said. "We had the
investigation of the case, the due process of the case, to have a
resolution by 2023 is not too unreasonable. We're always striving to be
as efficient as possible."
