SECTION 20
GENERAL PRESIDENT
A Section 20. It shall be the duty of the General President to preside
at all Conventions of the United Brotherhood and conduct same
according to (Roberts)parliamentary rules 

SECTION 53(a)
All appeals received in proper form shall be referred by the General
Secretary-Treasurer to an Appeals Committee for decision, subject
to a final appeal to the General Executive Board; provided however,
that cases involving expulsions from membership may be appealed
to the General Convention.

fined, suspended or expelled by majority vote of the Trial Committee
subject, however, to appeal to the General Executive Board and the
Convention.

 The Committee on Constitution and the Committee on Grievances
and Appeals shall meet in advance of the Convention at a time
and place designated by the General President. Members of the General
Executive Board shall not be eligible to act on either of these

"free speech resolution" for the upcoming general convention? This will be the third time it has been sent to the international convention. It calls for one hour of good of the order per convention day, no floor whips dominating access to floor microphones and no motions to cut off debate prior to any debate. Implementing this resolution at the convention will enable free exchange of delegate ideas during the actual convention. The resolution follows here. With support from lots of locals around the country...it can be adopted.

The investigation revealed that the Constitution and Bylaws at Section 31(D) provides that a member cannot hold office or a position on a committee if drawing from a Carpenter’s pension plan. "The Department found that two members of the Election Committee were retirees drawing from the Local’s pension plan. The Department’s investigation revealed that the presence of the retirees on the Election Committee was a violation of the Carpenter’s Constitution and thereby a technical violation of the Act," see 29 C.F.R. §§ 452.2 and 452.109.

Section 42 (I) of the UBC Constitution

(I) No member of the United Brotherhood can remain in or become

a member of more than one Local Union, or any other organization

or infringe upon those of the United Brotherhood, under penalty of

expulsion. Any member who accepts employment under nonunion

conditions during the time of a strike or lockout, or being employed

as an armed guard during a strike or lockout, shall not be entitled to

any donations. If a member is accused of holding membership contrary

to this Section, the Executive Committee of the Local Union

or District, Industrial or Regional Council shall give the member

due notice of the charge, shall afford the accused a hearing and a

full opportunity to present a defense. If after hearing the Executive

Committee finds that the member holds membership contrary to

this Section, the member shall be permitted thirty days in which

to resign or withdraw from any conflicting membership and to so

notify the Executive Committee. If the member fails to do so, his or

her membership shall be revoked.
