Sources: Feds probing claims in whistleblower lawsuit against Carpenters union
Federal authorities are investigating allegations of “self-dealing
and corruption” that rocked a New Jersey-based subsidiary of the United
Brotherhood of Carpenters and ultimately resulted in a whistleblower lawsuit
from a top union official who said he was fired for raising the issues,
two sources with knowledge of the investigation told POLITICO.
One of the sources said the U.S. Attorney’s Office in New Jersey as
well as the U.S. Department of Labor have been investigating, and that a
grand jury has been impaneled in Newark. The other source said they had
spoken with a person who had been interviewed by the FBI about the
allegations.
Both sources spoke on the condition of anonymity because of the sensitivity of the matter.
News of the investigation comes after the union dissolved the
Northeast Regional Council of Carpenters — a local subsidiary —
allegedly to fire John Ballantyne, who was the executive
secretary-treasurer. Ballantyne said in his whistleblower lawsuit that
he met with investigators from the Department of Justice, U.S. DOL, IRS
and Port Authority of New York and New Jersey.
Ballantyne and the union settled the lawsuit just months after he filed it. Terms of the settlement were not disclosed.
The two sources with knowledge of the matter said investigators have
more recently been asking about the allegations contained in
Ballantyne’s lawsuit. But a different source close to the union, who was
not authorized to speak publicly, said the union itself is not the
target of the federal probe and that a grand jury investigation
regarding pension funds began well before Ballantyne’s lawsuit was
filed.
Matt Reilly, a spokesperson for the U.S. Attorney’s Office, said it’s
the policy of the office to “neither confirm nor deny the existence of
any investigation.”
Ballantyne — an ally of Gov. Phil Murphy — along with two other
former union employees made a number of allegations in the lawsuit,
ranging from payments to family members of a union official for no-show
jobs, a “ghost” consulting contract worth $402,000 per year, hidden
raises and six-figure “overpayments” into two of the defendants’ annuity
funds.
Prior to filing the lawsuit, Ballantyne saw to the firing of George
F. Laufenberg from his position overseeing the union’s pension fund
because of "potential violations" of federal securities law. The fund
Laufenberg worked for was related to, but technically independent from,
the union.
Ballantyne claimed in the lawsuit that defendants Frank Spencer, then
the Carpenters’ second general vice president, and Michael Capelli, the
eastern district vice president, wanted to deal with the Laufenberg
issue “in house” and were upset about his firing. Laufenberg is also
former Port Authority commissioner.
(In addition to the union, Spencer and Capelli, Ballantyne named
Douglas McCarron, the international union’s general president, as a
defendant.)
Ballantyne also claimed, according to the lawsuit, that Capelli
blocked him from examining contracts for Tricia Mueller, a former
political director of the Northeast Council, who made $33,500 per month
from consulting contracts with two different union councils.
Mueller, who did not respond to a request for comment, disputed those claims when POLITICO first wrote about the lawsuit last October,
saying Ballantyne had “repeatedly praised the quality of my work“ and
that his claims were “made without his having access to documents,
facts, and memos that would allow him to form an informed judgment about
the quality of my work.”
Ballantyne’s firing in May 2018 was initially seen as a proxy war between Murphy and South Jersey power broker George Norcross, both of whom have had ties to the union.
Lizette Delgado-Polanco, the Murphy-appointed CEO of the state
Schools Development Authority who resigned this week amid a patronage
scandal, was also a top ranking official with the Carpenters union
before joining the Murphy administration.
Mueller is the former treasurer of General Majority, a
Norcross-linked super PAC. The PAC received hundreds of thousands of
dollars from the Northeast Regional Council of Carpenters’ fundraising
arm, Carpenters for Growth and Progress, which also spent hundreds of
thousands of dollars on the effort to reelect Senate President Steve
Sweeney in 2017.
Spencer, one of the defendants, was recently promoted to the Carpenters’ general vice president. He quietly resigned from the New Jersey Casino Reinvestment Development Authority in March, citing his increased responsibilities with the union.

There have been a whole bunch of us diligently working behind the scenes in the phila area.
Remember. We are still pissed off.
Trish is going to jail .
To further exacerbate her problems....that marita crawford connection with money laundering to local 98 electricians.
John Dougherty has 116 counts against him .
Trish and Marita ran their respective pacs.
She is going to jail .
Spencer is going to jail.
Capelli is going to jail.
McCarron will beg to go to jail.
Its been a long time coming, but, dont let up now.
If you are a carpenter and you are outraged.... Its your money.
Speak up .
The fish rots fron the head down , start with DOUG MCCARRON
urgent someone tell the fbi don't check the Glassboro office they hid all the documents nothing there
Completely agree, people are definitely going to Federal Prison I DON'T CARE WHAT LAW FIRM YOU HAVE, WHAT ATTORNEY YOU HAVE , OR HOW MUCH MONEY YOU HAVE. ITS OVER!
McCarron does not give a rats’ ass about anyone . . . not Spencer, not Banes, not Silins, not Capelli. McCarron must be concerned about the breach within his iron curtain, and how Spencer and Capelli might blow McCarron’s cover. Why else would the UBC spend $500,000 on William & Connolly in 2018?
Yes. Upon further review of the " capelli world hq" in glassboro. The fbi shouldnt bother going there unless its of course to find out why capellies wife was receiving a 6 figure income and " working" part time while she had her real estate office in the same place.
I mean the feds could go there but ya know.
Perhaps the irs could explain , as well as the olms, how you take federal granted money to the apprentice vo tech program and convert that into a 401k for your wife mr spencer, or is it all cool because you didnt use fed money.... Just the members money?
Perhaps an astute fbi / irs investigator whos office wasnt bought off by the ubc could explain ullico?
Or betttterrrr. How about the money laundering transfer of members council funds to pay a travel agent gratuities for every member " forced" to fly to the vegas propaganda fest.
See real simple this rackett. For younger feds....
Mbrs contribute monies. Money goes to council. Council sends per cent to international.
Member is sent to vegas ( thru mccarrons girlfriend sandy maloneys travel agency) money goes to sandy and doug.
See how that works.
Or perhaps the feds could explain to the union rank and file why mccarron draws his pension while active. Like laufenberg.
Or why is doug giving our pension out in a form of loans to pay non union workers at hudson yards.
Or why is doug on the board of 2 companies that directly manufacture products that under cut his own members?
Is there a non corrupt agency ... Anywhere?

John Decarlo must be throwing up
$500,000? Try $2,000,000
It is north of 2 million.
But back to the point.
These charges were leveled.
There is an investigation by the feds ( much needed ) hopefully a full forensic audit of our books and the finances of every family member.
Ask yourself.
At a MINIMUM.
Douglas McCarron needs to be removed from the ubc ..... Solely based on not conducting an internal investigation on spencer and capelli as prescribed by our own constitution. ( which doug has pissed on as well as the members)
He promoted these 2 mob bosses.
So either the blackmail is realllly heavy on the chain going up.... Or its going down.
Either way. Every ubc officer and council rep needs to be fired and every action undone.
Locals returned to individual status. Councils restored.
We must actually burn down the house of mccarron and rebuild it as an actual union with our founding mission as the center of the carpenter culture.
Surely we can rebuild. We are carpenters.
Now. Lets look at the political implications going on just under the surface.
Gov murphy is gutting the norcross/ sweeney cabal. There is a real war under way.
Watch as murphy ( who is a shitbag himself) is going after norcross strongholds.
Sweeney has a big problem that ties him to 2 money laundresses
Sen Troy Singleton ( ballantynes special assist) hes got a big problem politically and a dear dear friend of trish mueller.
Mueller is going to prison.
She knows it.
The rub is that trish knows who all the shitbags are her being one. Trish is a mom that wanted to play in the corrupt bullshit. Im thinking trish will do just about anything to stay out of jail.
More to follow.
There was no comment removed. It was me running a test. When I was done I deleted it
All good.
With all the positive activity happening today, and justice on the horizon, the ubc membership must prepare to move forward. The dol needs to put the ubc (general office) into trusteeship, and fire everyone. Many of those fired will squeal like pigs once they fear prison terms, for they were complicit in all of McCarron’s actions.
Burn the current version of the ubc constitution. Scheduled a ubc constitutional hearing (dol supervised if needed) reestablishing our union’s democracy, and take a very serious look at the brotherhood’s general office structure. In my opinion, the general office is antiquated, obsolete, not needed, dump it . . . a huge waste of members’ dues money. The ubc general office is historically riddled with abusive rule, and serves no real productive purpose for the ubc’s membership.
A new governing structure is needed. A structure which revolves around elected geographical leaders (EST’s elected by the respective area’s memberships), which would establish a ubc panel or committee. With no president, just a chairperson, the ubc chairperson would come from the ubc’s committee of EST’s, and serve a short-term chairmanship. The ubc committee chairperson would be elected by the ubc committee. The ubc chairperson would have no power. The ubc chairperson’s only responsibility is to chair the established ubc committee meetings, and act as a spokesperson for the ubc committee (committee meeting’s schedules established within the new ubc constitution).
The democratically elected committee would change as each respective area’s bylaws dictate. Geographical leaders: each respective council governor (EST), would be elected by their areas’ membership . . . not by each council’s delegates, because under the mccarron’s representative (empowered delegates) form of democracy is corrupt! The ubc empire, in its current state, would never reappear, because democracy would prohibit it.
As for the International Training Center (ITC), sell it. It would be better served as a Building Trades educational center, or maybe a college satellite facility . . . our union is wasting money on the ITC hotel complex. Future educational needs for the carpenters’ membership should be handled at the various training centers throughout the brotherhood, and if travelers need rooms, a local hotel could provide the needed hotel service.
Selling the ITC complex, and eliminating the general office will save the ubc membership hundreds of millions of dollars a year in per capita tax money . . . money which could be allocated to enhance the much-depleted benefit programs through the ubc.
Sweeney and Norcross continue to interfere in people’s place of employment and have a guy named Kane filing frivolous lawsuits with a fake address on the lawsuit from New York
Norcross and Sweeney have the lawsuits moved to Gloucester Or Camden county courts where they can call their social media to concoct negative stories to defame and slander those they seek to intimidate and bully.
Norcross controls all of the judges and he has his dirty corrupt judge oversee them. These judges should all be indicted for the blatant injustice. It’s bad in Camden and Gloucester county.
Joe Ripa should be taken down for his misconduct and criminal activity at the Camden county election board.
He wrongfully took freeholders off the ticket so they could not bracket with Democrat council candidates running against Norcross candidates. This put Norcross candidates in the first column while the opposing candidates were all the way to the end of the ballot where they could not be found.
It’s criminal what they are doing to people who dare to run against Norcross’s dirty elected and corrupt cronies. Camden county are totally corrupt and evil. Judge Simandle sanctions and tosses cases filed against Norcross and his cronies. By sanctioning the case he extorts money. It is really bad in Camden county courts and this social media norcross and Sweeney are using as a means to destroy
100% accurate!!!
Camden county is an absolute shithole of corruption.
Where do you think frank spencer came from?
This is a much bigger issue than just carpenters.
Norcross kenney dougherty brought you the redistricting of penna.
Feds. If you are reading.
I dont know how to make this any easier....trish mueller ( ground work solutions) + marita crawford ( lu98 electricians pac director) = norcross. Sweeney. And a " boatload" more.
Like it used to be.
It all starts with Doug McCarron
In essence the responsibility ends with mccarron.
Spencer , capelli, norcross, sweeney are rogue carpetbaggers picking over the dying carcass of the " union" .
We are sooooo far away from our mission statement and founding premise.
In case you forgot.... For the member, guided by the member, for the protection of our trade, families, widows, and self.
To engage in a professional livlihood and career that offered a living pension that protected the ones we leave behind.
Not " penalties" not forced raping of paychecks in a nickel dime fashion without a MEMBER vote ( delegates hand picked by representatives who are not under the cba and only worry about their jobs as at will employees are not working in the members interest)
That is a" paid " protectorate for a fascistic dictatorial ldrshp who does what EVERY socialist abuser does.
They steal from you.
Well said
McCarron is now humping Joe Biden's leg by endorsing his candidacy hoping Biden will pull some strings to get him and his dirty crew out of hot water. So much for Dirty Doug's representative form of democracy anyone in the brotherhood get any input into who to endorse for the 2020 election? No one! Only Dirty Doug Remember when dirty Doug was humping Donald Trump's leg, check it out on YouTube this guys got no shame!
please, lets get these carpetbagers out, once and for all,it hurt the carpenters union in philadelphis, merging them,it is total nonsence,it makes the union, our jurisdiction database weaker, knowthere lowering the pay with a shit contract in nyc,its is affecting the whole brotherhood, all members should be up in arms, get spencer, capiello, mccarron, and all his lapdogs out of office, clean house with them all,get mccarron the hell out to,he is bad for labor, and has stolen and wasted the members hard earned money on his friends and lapdogs.
Came in to Philadelphia and took all are money to prop up new Jersey, prop up Pittsburgh, and mj Carpenters working the pa Carpenters out of their homes
